  REGIONAL PUBLIC SAFETY RADIO COMMUNICATIONS GOVERNANCE

Business Challenge   Implementation of a shared 800 MHz digital, trunked radio system impacting public service and public safety radio users as well as some private organizations and federal agencies across a 9-county metropolitan area created the following challenges:
To educate radio users, whether they move onto the 800 MHz system or remain on their current VHF/UHF or analog systems regarding how they will be impacted by the new system.
Quickly develop protocols, procedures, policies and standards for radio use in the new environment while ensuring that the needs and perspectives of participating and non-participating agencies and entities are represented so that they can use them as the basis for developing internal policies, procedures and initial configuration of their systems and radios.

Project Focus   Bring together public service and public safety radio user stakeholders throughout a metropolitan area to develop the protocols, policies, procedures and standards by which the participation on and interoperability with the new regional 800 MHz digital trunked public safety radio system will be managed.

  • Identified the policies, procedures and standards required for the management and utilization of a region-wide public safety and public service wireless network
  • Designed and facilitated an inclusive and expedient process for developing the 800 MHz system policies, procedures and standards (9 + counties and attendant agencies and municipalities)
  • Established and organized master document and process for establishing, updating and contesting 90+ policies, procedures and standards
  • Engaged over 60 participants including non-800 MHz system participants in development of the policies, procedures and standards
  • Policies, procedures master document is on website for wide-area access
